Pascal Crisis Service Center

Future Location in Charlotte Hall

Tonight, April 29th at 6:15pm, the community is invited to the Charlotte Hall Library to learn about plans for a new mental health resource coming to St. Mary’s County — the Pascal Crisis Service Center. 

The center will be located on approximately 51 acres off Mount Wolf Road, on what’s known as the Bonincontri Property, purchased in 2024 for $375,000. The Pascal Crisis Service Center itself will occupy a 10-acre portion of the site closest to Mount Wolf Road, featuring a 13,810-square-foot building and about 20 parking spaces.

According to planning documents, the facility — to be officially named The Senator Jack Bailey Building — will be surrounded by forest buffers, stream and wetland protections, and a fence enclosing the driveway and development area. It is designed to maintain a low profile, “located within the interior of the property and not easily visible from adjoining properties,” with lighting buffered by the surrounding woods to minimize impact on neighbors according to a letter from JNM Engineering sent to nearby residents.

Currently offered at Pascal's other Maryland locations in Crownsville, Gambrills, and Odenton are service like:

  • Psychosocial assessments

  • Daily individual and group therapy

  • Medication management

  • Withdrawal management

  • Medication-assisted treatment

  • 24-hour supervision

  • Transportation assistance

  • Onsite AA/NA meetings

  • Care coordination and treatment planning

  • Lab services and community referrals

Importantly, the facility is intended as a residential crisis center, not a substance use treatment facility or drug rehab center, as stated in the JNM Engineering letter. Residents, all aged 18 or older, are expected to stay an average of 4 to 10 days — a short-term stabilizing period after initial rehabilitation, before returning to the community. Daily vehicle trips to and from the site are expected to be low, around 10 trips per day.

In his 2024 legislative wrap-up, Senator Jack Bailey emphasized the importance of the project, sharing that he secured $500,000 in state funding for the center’s construction. "This expansion into a central location in Southern Maryland will not only support the three local hospitals but assist residents and their families in finding needed wrap-around resources as timely as possible," Bailey said. Additional grant funding was secured through partnerships with the St. Mary’s County Health Department and other stakeholders.

The need for such a facility in St. Mary’s County is critical. The county is designated as a healthcare shortage area by the U.S. Department of Health and Human Services. According to the Maryland Rural Health Plan, mental health-related ER visits in St. Mary’s County are more than double the state goal. 

Jim Witmer, President of JNM Engineering, and the owners of the center–the Bonincontri’s–will be present at tonight’s library meeting. Residents are encouraged to attend and learn more about this development proposal, and to ask questions.
