Concept Review: Monday, October 20th
Leonardtown’s Planning and Zoning Board will meet on Monday, October 20 to consider a concept site plan for Tractor Supply. If approved, the retailer will be the latest in a group of stores with three locations popping up across the county.
Tractor Supply currently has locations in Hollywood and Charlotte Hall. The proposed spot in Leonardtown is on the site of what was once Pennie’s Bar. The Pennie’s building lingered long in disrepair before being torn down in September 2023. Tractor Supply would take the space between PNC Bank and Domino’s on southbound Route 5, directly across from iStorage.

Four parcels of land, and portions of a fifth, would be combined into a 3.9 acre lot to accommodate the agricultural store. GBT Realty Corporation, a developer based in Tennessee, is proposing a 21,930 square foot building with a 20,000 square foot outdoor display area. According to Leonardtown's zoning regulations, 110 parking spaces are required. However, only 84 are provided–an issue to be addressed at the upcoming meeting.
A stormwater management easement for a property to the west is required to accommodate drainage from the Tractor Supply site. Utility and access easements are also needed for the remainder of parcel 102 which will connect to the rest of the shopping center as it develops.
GBT’s portfolio includes developing large retail shopping centers. Tractor Supply would be the first major anchor store for the overall Mcintosh Run shopping center planned for a six acre area. W.M. Davis Development, through Mcintosh Run LLC, owns the land addressed at 25845 Point Lookout Road.

As a municipality, Leonardtown has its own government. The Town Council functions similarly to the County Commissioners, while the Planning & Zoning Board operates like the county’s Planning Commission. If a project is within town limits, it is subject to the town’s regulations, not necessarily the county’s.
Leonardtown’s Planning & Zoning Board will meet on Monday, October 20, 2025 at 4PM in the Council’s meeting room. The meeting is located at Town Hall, 22670 Washington Street in Leonardtown. As far as I’m aware, there is no option to submit comments online or via email, so attending is vital to expressing your thoughts on this project.
